The
Historic District Development Corporation (HDDC) engaged
MXD to complete a building and site assessment for the Rucker
Building located on Auburn Avenue in the Martin Luther King,
Jr.
Historic District.

The
building's exterior physical conditions assessment
included:
(i)
an inspection of the structural integrity of the exterior walls;
and,
(ii)
the architectural/historical character of the building which is a
very
attractive example of the masonry work from the earlier part of the
20th.
century.
The
building's interior physical conditions assessment
included:
(i)
an inspection of the post and beam structural
system;
(ii)
the mechanical, electrical and plumbing systems;
(iii)
the roof; and,
(iv)
the architectural/historical character.
Additionally,
we conducted a zoning analysis to determine if the proposed
reuse of the building can be done within the Atlanta Zoning
Ordinance.
An
estimated cost for the rehabilitation was provided. A financial
investment
analysis was also completed which is based on some preliminary
assumptions
on the loan-to-value ratio, land cost, etc.
The
findings in this report aided the owner and development partner
in
determining whether or not to purchase and rehabilitate the
building.
In
1998, HDDC purchased this building and several contiguous
commercial
buildings. They plan to rehabilitate these properties in
partnership with a private
sector developer.
