EXISTING STREETSCAPE ANALYSIS AND COST ESTIMATE


The MXD team and the client identified (9) streets, in
the Phase I area of the Historic District Development
Corporation (HDDC) target area (47 acres in the Old
Fourth Ward), for streetscape improvements.

These improvements included the resurfacing of sidewalks,
resetting/replacement of granite curbs, adding brick accents to
the sidewalks, and providing sidewalk furnishing.

The final report provided a detailed cost analysis of each street
on a block-by-block basis. Color graphics were provided for
clarification.

FINANCING STRATEGIES


One of our client's main concern was implementation of the
streetscape recommendations. This section of the report
identifies potential funding programs, sources, and types of
financial private/public partnerships from which HDDC might
have obtain funding for implementation.


Case studies of funding programs used by other cities and
developers around the country were also provided.

RATIONALE FOR REDEVELOPMENT

As part of our standard services to clients, we provided the
rationale behind urban redevelopment by looking at the
nature of cities holistically and from an economic and social
development perspective. Issues of urban safety were
discussed throughout this section.

To give more support and justification for intown redevelopment
a computer model of street integration and travel intensity of the
entire Martin Luther King, Jr. neighborhood (including a portion
of downtown) was performed. This analysis was used, in part, to
aid in determining land use policy and safety issues for the area.

URBAN DESIGN PROGRAMMING

Providing an urban design program for the Historic District
was important for establishing future neighborhood planning
guidelines. The program was provided for the Phase I area
and part of the Phase II area.

 
The program established the goals and objectives, facts,
programmatic concepts, needs, and problem statements
associated with the project.
