Design (CPTED) Initiative

METRO
ATLANTA PROJECT PACT
PACT commissioned MXD to analyze and provide crime prevention
through environmental design strategies for two commercial
and
three residential sites in each of the five participating Metro
Atlanta
counties.

The participating PACT counties were:
Clayton
Cobb
DeKalb
Fulton
and
Gwinnett
and
the
City of Atlanta.
This alliance brought together local government, business,
civic,
law enforcement and federal agencies to improve community
safety.

STRATEGIES
In
order to improve community safety via redesign, we utilized
the
following strategies:
(a)
access control;
(b)
surveillance;
(c)
territorial reinforcement; and
(d)
maintenance recommendations
SITE
ANALYSIS
The
first step in performing the CPTED Analysis involved
assessing
each site to identify:
(i)
the types of crimes being committed;
(ii)
who were the offenders;
(iii)
where were the crimes being committed;
(iv)
who were the victims; and
(v)
the state of the physical environment.

Neighborhood - DeKalb County
The
information was gathered from a variety of sources including
neighborhood residents, local business owners and law
enforcement.
Some of the on-the-ground analysis was done with police officers
who
patrol each of the five communities. These officers helped us
identify
crime generators around the sites.
COMPUTER
ANALYSIS
The
street patterns of each PACT site and the surrounding
community
were entered into a computer model to analyze pedestrian
movement
and traffic flow. This aided in our determination of which areas
had too
much access and those with not enough access.

DESIGN
SCHEMES
We
provided design schemes for each site consisting of
improvements
to lighting, landscaping, building repair, access control,
development and
zoning recommendations.

COLLABORATION
Community and local law enforcement participation, and computer
analysis
provided a solid rational for the design strategies, zoning changes
and
policies recommended in the final Report.
